Is there a way to allow the sv commands for dedicated server in the other server type. This would be for a map rotation so that the server operator can set it and not worry about it in the heat of battle.

add " -console" (without the quotes) to the target line in the shortcut properties.
and use the tilde key to activate the console. Edited by Maniac1000 on Jul 8, 2010 at 09:58 PM

That only allows some of the commands. There are some commands which are for dedicated server only, those are the ones which I would like to be able to use in it. These are the things like sv_mapcycle_begin.

No, you can't set a mapcycle for a hosted server, only dedicated.
Just select the map once the current one ends and you're at the carnage report screen.
sv_map [map] [other junk I forgot but you can choose the gametype, etc]
