if i were running a dedi and playing it on the same computer how do i enable myself top use devmode and no one else?

Set the rcon password and access the same way you would on any dedicated server.

Clients can't run dev mode commands on the server without the Rcon, so as long as your dedi is patched to have dev mode, you should be fine.

Setup an RCON password so only you know the pass, and can use dev

Dev-mode isn't normally enabled on a dedicated server, you have to use a modified haloceded.exe to have dev-mode via rcon.
