is it possible to put animated textures into halo? if so how do you do it? if you cant can you tell me how to make a texture animate in game (do you have to break it up into many pics with slight diffs or what?).

I've seen it done like on the sniper rifles people make. I have a good guess on how they do it (Make a bitmap file and separate each picture with a blue border, which tells the game to continue playing the bitmaps, creating an animated bitmap sequence.), but I've never actually tried.

Depends on how you want it animated.
You can use the self illumination section of a shader_environment to achieve the effect to a certain extent.
Find the shader burned_ceramic or something like that ( its a hexagon pattern that changes colours)
study the self illumination section.
