So is there a type of semipermiable wall that allows people and vehicles to pass through, but not weapon shots or grenades?

or do you have to script a wall to do that?

It's quite easy. It's just a weapon tag. Although vehicles can still go though it, but shots and grenades won't.

Basically, make a .weapon tag that's that big, and set the material to something that bullets and grenades bounce off of (E.G Covenant shield).

Inferno used a scenery with the wall material set to cyborg armor.

In one of his test maps\betas which i received it used said scenery (IMP Dismal).

You can use a biped also, just check the "passes through other bipeds" flag, but online, clients will see 2.
