To answer the OP's question without dicking around, it is not possible to make AI (in your case, Marines) to switch weapons for you. This was coded in Halo 2, but alas, not in Halo CE/Xbox.
Edit: Question for Dennis, why is dicking allowed as a valid word when it is clearly vulgar. =)

i thought about this. you can give ai weapons, and you can attach an invisible biped to somebody to see if another player is close to that biped, and you can use the flashlight and hud messages to tell people to switch.
the ammo counts wouldnt be consistent but in theory that should work
