First question how do you make it so that when an elite dies or a jackal the grunts run away in terror. How do you make an actor varient shoot really fast to where there gun burns/runs of out ammo?

for the first question, it should be somewhere in the .actor_variant or .actor file of the ai that you have to edit. As for the second question, open the .actor_variant file for that ai. then scroll down to firing properties or something like that, and set the ai firing rate to 0.

1) It's in the .actor, for panic situations (don't remember what it's exactly called). 2) If you were to set it to 0, it'd do the speed as if you held down the trigger. If you wanted even faster than that, then set a high number. 20 or so should do the trick.
