I dont get how to use HEK plus... can some one tell me how to at least open it?

Double click the .exe. Then, hit CTRL + O. Browse to a map, and double click it.

ok... now when ever im extracting the file so i can add weapon tag it say the folder " does not exist. Set this under Tools> Settings in the Plugins> Tag converter settings panel to add a folder that exist. but i dont see and of this when i click on tools
