Are you using an operating system using the Aero theme?

are you using vista?

if so, go to task manager > dwm.exe and right click it.
select "End process tree"
confirm it, and you may have to do this twice for it to close completely.

sapien has to be runned at single core, change affinity for that

for hek+ you have to disable desktop composition

sapien only works with 16 bit as far as i know...
for hek, maybe that, or try running as admin

16 bit computers haven't been in use the 1990s.
I'm using 64 bit, and I can run Sapien perfectly.
