I downloaded it and was wondering if it is good for making levels for halo that have AI. If not what is a good free program?

For making levels, you use 3D Studio Max or GMax. I'm not sure if Blender or Wings3D will work properly.
For texturing, use the UVW system in the 3D program to place them on the BSP. To make your own textures, Photoshop, Paint Shop Pro, or Gimp, Gimp being free.
From there you just use the CE tools to import your level geometry and place stuff around the map
