when ever i import a model into max, the rig is always messed up. I do not know why and it happens on multiple computers. I may just be that there are some settings that need to be changed but i dont know which ones i would need to change. By the rig being messed up, i mean that if i move the head bone, then only the top part of the head and the shoulders move and that is only one example. I would greatly appreciate any help with this subject.

Use the option that's something like "Export nodes as bones" or whatever, that should make it so that won't happen. Never move, either. Always rotate.

Once you've got the bones, you can use IK to do stuff like arm and leg joints, though I'm not too skilled at using it yet.
