Ok so I got this H3 banshee bitmap and it still got that purple look to it. So how can I make it green?

Extract the TIF, modify it in Photoshop / Gimp / Paint, compile it using tool, modify the original shaders to use this bitmap, modify the original model to use the shader, modify the original vehicle to use the model, add the vehicle into a map, and compile.

Just a question. What does the reflection cube map do?

Just what it sounds like, its the bitmap that is used in the reflection, since halos engine cant acually reflect the world.

He meant you could use any photo editor, he just pointed out the most common ones. No need to post your specific photo editor in the list, just use it instead.
