Is there something like lets u customize a character from halo 3 and put it into an animated battle with an arena u made as a program for CPU?And by character i mean Spartan,Elite,Grunt,Brute,Jackal etc.

Read more. How do you really expect something like that to be real? Actually, it could be.

1. Model and Texture the character in 3ds max.
2. Rig the character.
3. Model and texture your environment.
4. Animate.
5. Render.

BLA BLA BLA didint understand a single sentince...
and by that i mean as in you make how u want an AI to look like and u put it in the battle using a program for the PC...THAT IS WHAT I THINK U MEANT RIGHT?

Excuse me? No one understands anything you say. It also looks like you do not have a figging clue what you are talking about. CPU (Central Processing Unit)?... what has that got to do with what yo want. And how do you know something that we dont? Because I never knew Halo 3 was on PC.

And I am guessing you expect you can just type a command in like "fall over and reload gun". Then the program would just do an animation for you!? Well... nothing can ever do that.

Why don't you stop being lazy, and research about what you are asking.

Well man, if you want it done my only advice would be buy the right programs or decent free versions, and start looking at tutorials, and I could expect you to have this done and nice in maybe a months, years or more if you don't constantly stay on the computer looking up tutorials and practicing.

So, you want us to rip all the models for the characters from Halo 3 (which nobody has figured out how to do besides ZTeam) fix all the errors, then you want us to rip the textures also, then re unwrap them, AND then rig and animate them ALL. There's ~250 animations for a single biped. You want us to fully animate 5 bipeds all with varying rigs and movements. Then you want us to put them into halo and make them AI inside a specifically designed BSP just for you to run it on your "CPU." And don't forget the incredibly complex scripting required to make the armor perms work.
