Whats the best program to make bitmaps with! i know it sounds noobish, but if i can make my own bitmaps for halo my maps will look a whole lot better!

Photoshop my friend. GIMP is also a good alternative.

Yea, GIMP is just as good as Photoshop, just has a steeper learning curve. It's still a great program.
