I am getting so aggravated with trying to create a bitmap that will work in halo.
is there no editing program that will allow you to edit the bitmap after it has been compiled with tool. Or is there a certain program that will allow you to create a tif image that tool will compile without complaining about its structure and format.

Note: i have seen the programs that allow you to inject dds files into halo maps but i want to create my own that i can use before i create the map.

Make sure it's a .tiff and the bitmap must be a power of 2 size.
32x32
64x64
128x128
256x256
512x512
1024x1024
etc
Programs that can save in .tiff:
Paint
Photoshop
Jasc Paint Shop
Gimp (free)
Paint.net (I think) (free)

thanks man that was the problem. I was saving it as a tif and not a tiff and i was not giving it an equal number for the dimentions

there isn't any difference between tif and tiff?

Yeah it can be .tif or .tiff it doesn't matter. The most important thing is to make it a power of two. Also, sprites don't need to be power of 2, but I doubt you are going to be making those anytime soon so don't worry about that.

remember it can be 64x32
or 2x4096
it don't have to be square
