It needs to be named as far as I know.
I think it is: object_scale [vehicle name] 20 20

You open the scenario and find the vehicle you want to size up. If it's named, type that name inside the brackets. If it's not named, name it, then re-compile the map and try the command again with the name you just set it to.

Either name it when creating the scenario file, or rip open the map using HEK+, and open up the scenario file to find out the name. Note: Vehicles aren't always named, so sometimes vehicles cannot be referred to, esp. in multiplayer maps. And it's not always 20 20. The syntax is: object_set_scale [object name] [ratio of size to current size] [frames])
So an example would be: object_set_scale hog 1.5 0 to make the vehicle named hog immediately become 1.5 times larger. If you used the command above, with 20 20, the vehicle would become twenty times larger, in 20 frames.
