for how it looks it depends on the bitmaps; now for the material as well, its in the collision

so could I make a glow of white instead of gold for MC.... what about using the MC on another charecter and changing the color??

Yeah I think I did that collision model part for the grunt but when I shoot him he has a shield but it doesnt light up like the MC's

If i'm right you change it in the modifier shader, but since i'm a good player i don't see my shield often and if i see the enemy, they're dead anyways lol
Grunts don't get shields, only elites do, and the spartans use improved stolen covenant shield technologie.

You will need to set up a function in the biped tag that generates a shield glow whenever they are damaged in order for the shield to show when you get hit. Add in the shader_transparent_plasma if it isn't there already. Go down to the "export to functions" section in the biped tag. It is right below the very first section. Mark your "A in" as "recent shield damage". Mark your "B in" as "shield vitality". Scroll down to the "Functions" block. It is right after "Widgets". Set everything up to look like this:  Your shield should glow unless there are things in the shader_transparent_plasma tag you modified.

Pretty much. You can do different things with it to get it to glow as well. That just laid out the basics.

Well I gave the grunt a shield and now he cant die... It shows sparks when you shoot his shield but it doesn't go down I gave him a damage modifier of 1 for his shield?

Easy way: In the Grunt's collision geometry tag, make sure the shield is set to a a material that you can do damage to. Elite energy shields, for instance.
Hard way: Go through all of your bullet's damage effects, and make sure that you can do damage to whatever material you're using as the Grunt's shield.

Hahaha... you've got a supergrunt there, don't you?
Same advice goes. Look in the collision geometry tag for the grunt, and make sure his body is something that your weapons can damage (grunt skin).
Hard way: Go through all of your bullets' damage effects, and make sure that your weapons can damage grunts.
