Am I retarded? Or did they really get rid of the Plasma Cannon and Flamethrower?

No dude.it's exclusive to halo pc. They can't just get rid of it like that.

Ok, well whenever I try to make a Halo CE map, everytime I click on "Flamethrower.item_collections" and put it in my map, when I'm playing the map IN Halo, it turns into a shotgun...it's wierd...

Works fine for me. You must have modified yours, or overwritten the original when you ripped someone elses map. Open it up in Guerilla, and modify that tag.

Or just rip the weapon and item collection from bloodgulch or something with HEK plus

Open the item collection and make the weapon a flamethrower.

Or your playing with classic weapons. Flamethrower and Fuel Rod will be replaced in gametypes with Classic weapons on.

Maybe you're playing a gametype with the "Classic" set of weapons.
Make it Normal/Default.

how could "they" get into your computer and edit your files?
what most likely happened is one of the following
1) as maniac said, "classic weapons" might be set
2) you ripped a map with hek+ set to overwrite exsisting tags. you ripped a map where the flamethrower.item_collection references both a shotgun and a flamethrower, with the shotgun's "weight" (% chance of appering) set much higher than the flame throwers, ultimatly making the appearance of a flamethrower quite rare
for example, shotgun weight = 95, flamer weight = 5
95+5=100
every time that particular item collection resets, it has a 95% chance of spawning a shotty and a 5% chance of spawning a flamer.

I think the thing in bold is most likely, and I hope that it isn't the truth O.o

most likely you have classic weapons turned on in your gametype seeing as how only the nonclassic ones are refusing to spawn
