When you're in photoshop (I assume that's the program you're using... if it's something different, you probably know the functions better than I do), you go to "Layer" which is up top next to "Image" and "Select", and you either create a new one, or you can duplicate it.
If you're trying to do numbers, I'd create a new one and make them as you go.

alright ive got one qeustion if they are numbers would i name the layers according to number
layer 1 - 0 layer 2 - 1 layer 3 - 2 layer 4 - 3 layer 5 - 4 layer 6 - 5 layer 7 - 6 layer 8 - 7 layer 9 - 8 layer 10 - 9

You dont do layers, that messes up the bitmap ingame. You have to put the textures on a power of 2 pallette. Then space them out evenly, and add a blue border around every texture. The blue border seperates the textures from each other when compiling
