No. AI does not sync whatsoever. Unless you've modified the game engine, you do not know how to sync AI.

Even if it does have AI that doesn't mean they sync. In single player they don't sync, and they don't need to, because there is none else to see them. For multilayer they DO NOT SYNC. It is not possible that area 54 has syncing AI. If your lucky they may seem to sync, but they don't. Many people have experienced non-syncing AI on area 54. AI syncing means that the AI are in the same possession on all the player's computers, and doing everything in sync. If you are the host it always looks ok because the host's AI possession is where the game thinks they should be, so lets say a client shoots at what he thinks is an AI, but it really is sneaking up behind him with an energy sword.

Ok, i was wondering considering you thought SP maps needed to sync, and that area 54 synced. Also, would you be kind enough to tell us how you would go about making AI sync?

look, I know what AI sync is, I am an experienced gamemaker online programmer

An "experienced game maker online programmer" would be able to tell that Halo's net code absolutely does not support synchronizing any data whatsoever about AI. None. This is not something that's debatable, because it's a FACT. Please, do a little testing with two computers on a LAN network before you continue defending your lies.

my conclusion, it IS possible to AI sync
Your conclusion is does not coincide with the facts. There is no information transferred in the network data between the client and the server that gives status or position of each AI. The Server cannot update the clients with AI status and vice-versa. There is no code in the game engine to accept such data even if you could send it. AI run on the local machine. It is a technical fact that in Halo CE the AI added to multiplayer maps does not sync their movements or status between clients or server.

just out of curiosity.

Ai do not sync. Yet People do. now i know that they are completely different things. and i don't want somebody to explain why. but i am wondering. if players sync, and Ai don't, is it possible to fool the server into thinking that AI are players? give them Bipeds like the players with armor colors and assign names (for example, AI One). likely some things are destined not to work. but if you make it so that the AI will send out the same signals as a player in the game, and disable things players can't do (like barrel rolls), then it would be a computer player, actually syncing and taking up player spaces.

The short answer is no it is not possible. It took until Halo 3 - 2 complete re-writes of the base code - before AI could sync in Halo. It is not possible in Halo CE.

I still want people to help further the idea of an AIless MP campaign. The discussion is been continued on my thread: http://forum.halomaps.org/index.cfm%3Fpage=topic&topicID=19949 but we still need people to help.
