the reason he just said that Daniel is because there is a sticky thread thats called "before u ask how to make/edit maps read this"
it clearly explains that tool is not an application that u can just "open"
i suggest u read the sticky'd topics in both general discussion and technical map design.

Original Article:

Tool (tool.exe)
Tool is a multipurpose command line program that compiles and converts data that has been exported from other sources such as 3D Studio Max. The data files that are created are referred to as "tags". Running "tool.exe" by itself with no command line parameters will display a complete list of the available command line parameters and appropriate variables and variable formats.

From the HEK tutorial:
http://hce.halomaps.org/hek/references/general/dev_tools_overview.html

Tool (tool.exe)

Tool is a multipurpose command line program that compiles and converts data that has been exported from other sources such as 3D Studio Max. The data files that are created are referred to as "tags".

Running "tool.exe" by itself with no command line parameters will display a complete list of the available command line parameters and appropriate variables and variable formats.

Command line interface
http://en.wikipedia.org/wiki/Command_line_interface

There is no GUI ( http://en.wikipedia.org/wiki/GUI ) it requires that you supply it with commands when you run it in a DOS/CMD window.

1)Find the command prompt
2)Copy it and put in in your CE folder.
3)Open it.
4)Type in:
tool build-cache-file <Insert location of scenario from the tags folder>

You do not have to enter tags, it will assume you are starting in tags.
