Multipurpose bitmap in the shader. There may or may not be a function needed also, I cant remember, but blue on the multipurpose is an area that color changes.

Is it possible to do it in 3ds max is well? I have used the gbxmodel importer to import the HALO 3 beta spartan model that you can download from this site and I ripped a bitmap for it from a map but the bitmap is white and I want to make a 3ds max render of the model in master cheif green.

No, in that case, I'd advise making a separate texture for that, just to use for your textures.
