I haven't posted here in forever, but I had to sign in and say that sky looks fantastic! Nice work.
Working with tags is an essential skill needed for CE modding. I can name many people that started out ripping tags and have gone on to create great custom content. It's all part of the learning process and some people take longer than others. These mods are often no more than personal experimentation.
In response to OP:
The main flaw in your argument is you don't recognize the difference between skill building and being original. People like playing maps featuring content from other games; it's a tried and proven method and there's less risk in taking advantage of this (not that most new mappers will know this). They just want to bring their favourite features from other games into another favourite game (Halo CE). There's nothing wrong with this and they're not trying to be CMT or H3MT. It may be unoriginal, but it's a challenge they're facing nonetheless. In either case, they'll be building their skills.
In fact, I think that copying is BETTER for learning than creating original content. Without a plan, new modders will tend to make things up as they go. This leads to all sorts of problems. Recreations force them to compare their modeling, skinning, etc. with the works of professionals. In this case, they can adopt better strategies, learn from their mistakes more easily, and only worry about creating content instead of also designing it. My point is that it DOES take skill to re-model a BR. No matter what you're modeling, you have to do a good job of it. Doing a recreation simply gives the modeler a clearer goal.
I do agree, however, that modders with little to no experience should not be starting a mod team. Team leadership roles come after years of experience in modding, not before it. What I'm trying to get across is that there's nothing wrong with team after team recreating Halo 3 content, what's it matter to you? if they want to learn by copying the work of others then by all means let them. In fact, they should know it's the better way of going about learning their skills.

I wouldn't praise just yet. M6dEEp's Spartan Laser skin has been proven to be Scooby's skin, just with only a few levels/saturation adjustments it seems. Dano has said that this is also his CMT AR skin.
