Cool but, like I said I have no experience in where scripts go, let alone are related with things like tags.
The simple premise I'm attempting is just to have an overshield overlay when one is picked up.

I know this isn't much help but I will say it is possible to install Halo CE on Windows 8, I'm proof of that.
But we don't really know much of what you're saying to help :s

*update* Turns out I found a working set, thanks for the help.

I was testing out the ZTeam Tag Pack since I was curious at how good some of these were. (Like in H3 Foundry) I was curious and just wanted to test them on some dummy ai on tutorial etc. But I seem to be unable to pickup certain weapons, and I've tried item_collection but some of them flat out don't spawn.
