I am slow but i would be saying that your are trying to create a sandbox game editor using the Halo Game Engine. I though that you could use sapions tag system and add a linking code to allow in editor model importing exporting texturing and such.
You should make some of the things you want modulor [base engine/app then modules that could be added or removed.

Anyway I think that dealling with the long ai process is crazy but with how "open" Crytek claims cryengine to be it can allow for some very realistic physics and some crazy weapon abilities
