All the bsp worked fine, but when I added the city appear that error

That happens when you have more than 16k of polies per cluster, you should lower the polycount or divide the space with portals in to more clusters
PD: Cluster is a section of the BSP |

Make terrain portals to divide the level. If you already did, make nore of them.
