Curious on the "steps" to create own custom billboards? I have visited here: http://hce.halomaps.org/index.cfm?fid=3805 but whenever I try to create my own bitmap it converts to windows format .bmp. I have looked at converters as well but to no avail? probably just missing an important step but can't seem to make my own.

You've gotta compile them with tool
Basically make a folder in your /data directory, maybe call it 'billboardpic'
stick an image file of your choice in there, remember for your purposes they need to be 512x512 or higher. Halo also only takes powers of 2, so keep that in mind
then you want to open tool up and type "tool bitmaps billboardpic bitmaps" (basically the third item is a path to the folder you made earlier, can be anywhere in \data)
and that should compile your image(s) into .bitmap files for your use on the billboards

Personally, I think I should be allowed to review and judge if the maps are worthy to be hosted or not.
After all, I am an unbiased person who will faithfully execute the office of Chief Map Tester and banish those maps I deem unworthy. I will gladly sacrifice my valuable time to endure the pain of checking and judging uploaded maps :D

If yours aren't you can simply open them up in, mspaint, gimp, photoshop and then save them out in a tif format. Make sure to keep them in 8bit uncompressed format though.
