How do I make or obtain one? I want to use Arsenic.

First you need the Xbox map files. Once you have those, decompress them with dothalo. The use HEK Plus and rip like normal. BSP tags get corrupted though

Not sure about that, but on that note: corruptions include the shell eject for all human weapons (ejects forward instead of sideways), shotgun reload animations, and probably some other stuff I don't know about.
If you are going to recursively rip, I recommend that you then replace the \tags\weapons folder with a fresh one from the HEK installation. |

Tbh its come to the point where in (especially if you are uber pedantic over your tagset) you must really force yourself to manually locate the specific items you wish to extract as apposed to lazily adding every single populated tag to the xtraction que.
