Yeah, use a vector program. If you've got Photoshop, you might also have Illustrator; otherwise, grab Inkscape since it's free.

As for advice: I started out just by screwing around. I had a semester of high-school in graphic design, but nothing more.* Any tutorial you find on Google can be helpful, but the best traction you can get for design is your own volition. See what works and what doesn't. Look at other logos and draw inspiration from them.
If your aim is something specific, like Halo, look at content around that, and even if it doesn't feel like it, trial and error is one of your best allies. Identify what doesn't work, and use what does.
*This of course means I'm absolutely no expert on the topic, but I've had a few years of vector graphics under my belt, so I'm reasonably comfortable with my abilities. Where possible, formal education is usually your best bet.Edited by Tnnaas on Aug 31, 2015 at 07:34 PM
