The engine's not weak, per-se. It makes more sense to say it's limited. Open Sauce 'opens it up'.

AFAIK, OS doesn't create anything from scratch. It just allow people to use behaviors already coded in the stock engine, but that Bungie implemented only in few tag types tags due to (probably) memory issues.
