I installed Enbseries mod and Halo CE won't load the mod, i tried Sweetfx but still the same. What am i doing wrong.

Make sure you have admin rights when running both apps.

Yes i placed the files in the Halo directory,Tweaked the SweetFX_settings.txt, Ran the game as Administrator but nothing worked. I even tried Open Sauce on Halo V1.09 and it didn't work even with the d3d9.dll file in the directory.
