SAPP is still among the easier ways of setting up a server that you yourself can join, or at least a viable option. I know from personal usage that
this tutorial's process of setup works. Of course, make sure you're getting the latest download from the official SAPP site:

The folder with my settings and files looks like this ^. The 'sapp' folder was created automatically once running the server.

I skipped the video's step about changing the game's client/server ports since that change is done per profile. A more 'blanketing' effect can be done by adding '-port 23000 -cport 23002' into HaloCE's shortcut target.

Since I only ever need the server for personal tests, it's always being run on the same system as my client. This means I can connect to my server using the 'localhost:<port>' address. The port is still 2302 because I'm using the default port settings on the default haloceded.exe copied from the root directory.
