It wouldn't I've already tried this numerous time using composite shots consiting of droplet physics in action.

Whilst the content looked promising unfortunately the basic tools within hek's engine for particles is very restrictive.

Maybe you could make an animated mesh scenery mesh? I don't imagine it'd be hard to make a flowing stream.

It would be impractical since it would lag rendering all the meshes drawing and deleting on top of that the textures would need good quality too otherwise they look like smoke.

to give you lot a idea but not to much of one

it's going to be a barrel that has some water coming out off it an and have Water Droplets coming out of it not bad for something new

Could water droplets not be done in the same way as shooting stars?
ok, after actually watching the video I think it is possible to make droplets fall and to make the circular waves.
You can do this with just animating the 4 stage maps section of a few shader transparent Chicago extended.

to doing the making thing.. a bit of help on that would be nice if not I have a way to get it to work

Probably not that much, remember Waffles' animated TV screen? You could easily add the frames and textures needed to make the splash effect. Just attach the shader to a plane(s) and that should be it. If it's for rain, it can be left on water surfaces at a loop so it looks consistent. If you want this for bullet decals when you shoot water, you could try using this method on .garbage tags (like those fake decals used to attach to non-BSP objects, the video is on The Pit thread somewhere).

OR you could make it a projectile. and it would work Water Droplets hitting some water in a scenery I need good Ex for that to work
