You've got it a bit mixed up. That is money owed to him after he was terminated without reason for unused vacation time and such. It's not that he wasn't being paid his salary, it's just that he's collecting the vacation time he didn't use.

That is included in a salary.
Its not optional, that is money that he is owed for services. |
