How do the control maps with halo 4 work? Are they supposed to be like the multipurpose map? Can they work as that in ce?

type one:

red- specular
green- spec-exponent
blue- cubemap

type two:

red- cubemap\specular
green- diffuse
blue- spec-exponent
alpha- color change
(color change uses black and white to define primary and secondary.)
Yes they are similar to multipurpose maps. Just use the maps where they belong. You can use the exponent map in open sauce on the alpha of the specular color map. so you can actually take advantage of all 3 slots. I don't use the cubemap slot on type 1 though, i use the specular.

Red- detail
Blue- specular\reflection
Green - self illumination
Alpha - colour change
