I am trying to use a shader_environment tag instead of a shader_model tag because of how they interact differently with dynamic lighting (your flash light). I can create a glowing bitmap with a shader_model file perfectly, but I am unable to replicate it into a shader_environment tag... It works in level bsp's, but when I switch them over to scenery, they don't work at all.
I have found lately that sometimes the tag file (i.e. .scenery) will become corrupted and will not work at all with functions or other parts. I've found that starting a new file then re-adding the correct tags back works, but I've tried this multiple times to no avail.
I guess my question is, has anyone used a shader_environment tag and gotten the green channel to illuminate before? I set the: base map the secondary on colour map scale map
I've tried the green channel with an alpha channel of the green and without
and it still doesn't work. Any ideas?

Back in the day, I was using shader_enviroment tags to models too, but with no luck at all. I don't know why but for shader_enviroment tags to work properly in a model, you have to do it from the begining. Re-compile the model with tool and add the shader from there. well that sucks. But i guess that i saw it coming. I've switched it to a shader_model and it doesn't seem to stick out too much with dynamic lighting. thanks!
