If Blam! engine is open source, then it will be on somewhere on the "official" website such as Microsoft, Bungie (not likely since they no longer work on Halo anymore), Gearbox Software (the one that made PC version possible), or i343 (so far just a community website).
So answer is no, Blam! engine is not open source and the Blam library, reverse-engineered, are what we (the community) have so far.
If I'm wrong, please do correct me.
