Make sure your video drivers are up to date and try changing the graphics mode in 3ds max to something else (It may have something to do with 3ds max's nitrous graphical mode in newer verseions of max).

Deep
because i checked for this thread a few hours ago and i couldn't find it.
Thought it got deleted or something.

but i found a solution.

In the upper left hand corner under that 3DS icon where File and open Menus are, at the bottom of the menu it says "Options". Click that. The Preference Settings will open and in there you click on "Viewport".

Go to the bottom where it says "Display Drivers". click that. I clicked on "OpenGL" and it worked for me.

For the 32Bit version of 3DS, I chose "Software" and it worked.

If Possible, I suggest the title be changed to 3DS Max Viewport Glitch. Just in case others are searching for solutions in the search.
