What i did was copy the 4 dll files into my system32 folder and then i put the blitzkrief.dle file into my 3DS plugins folder
I can use the JMS exporter, but when i start up 3DS, i get a blitzkrief error message

the .dle goes in std plugs folder. and the dll's go in system32 or syswow64 depending on your 32/64 bit system.

still wont do what?
after placing the files into the locations work on your model, then in 3ds max change the drop down box to select jms when you are exporting.
also if you were prompted to overwrite a file while pasting any of them from the blitz folder, don't allow that.

First of all, what version of 3dsmax are you using? And are you using the blitzkreig that came with HEK, or the one updated with support up to Max8?
