Is it possible to make tags and working ai from other games such as gow or alien vs predator?

In theory yes. But the amount of time to do so might not really be worth it in the long run. In order to use characters from another game, you would have to import their skeleton (or make a new one), import their textures, etc. Then put it in Halo. Then you would need all of their animations, and hope that a character from GoW or AvP had all of the same animations that Halo required (not likely) and then you would have to export them all to Halo.
It would be extremely time consuming. The only other alternative would be to use a biped already in the Halo universe, but it's not likely that the skeleton would play well with whatever character you imported.

A few people here have been able to extract the actual models and animations used in other games, and convert and compile it all together by hand to get character ports.
I do not think it possible for you to take AI behavior from one game and get it working in another game though. That's engine dependant
There's a working G-man biped in the downloads section. And someone has video of a working headcrab zombie actually attacking other players
And since there seems to be no other way to do it: the zombie's AI was probably programmed by the porter... Edited by OrangeJuice on Jun 24, 2013 at 10:17 PM

I've been trying to rig a model of Isaac Clarke from Dead Space 3.
So far, I haven't made significant progress, if any.
