I would consider it linked to the new way of UAC since it doesn't listen when you tell it to disable. Because of that I would assume that running as admin isn't even going over the UAC levels.. Anyways, if you use the tablet interface, you can't even go into the registry to actually disable it either, since microsoft has crap to "overthrow" UAC in the tablet menu, so when tablet stuff is trying to ignore UAC and it doesnt get a response to override it, it fails.


Anyways, try installing HCE in another directory (I believe symbolic links might be able to get around UAC protected folders if you dont want to reinstall, but I've never tried it for that. the CMD command is 'mklink', google it), or even have HEK in a virtual machine. (Best solution would be to just drop W8 though)

Run Tool as an admin and change your user permissions.(for some reason a few important permissions are blocked when you first install Win8. Bit stupid really)

If it still doesn't work, check that Windows Firewall's permissions are set correctly. If necessary, disable Windows Firewall and Defender entirely while you compile/override. I've had issues with Windows Firewall before so that might be your problem.
If the Firewall is your issue, I recommend using a third party firewall/anti-virus such as AVG in the future. Most third party anti-virus programs have more up to date databases than Windows Defender/Firewall and work with far more programs.

Don't bother taking ridiculous suggestions to drop Windows 8. It's a great OS. It just has a few annoying problems, though they only exist if you want to do anything development-side :P
All Windows OSes have a ton of issues though. You can't expect true polish from Microsoft.
Most problems can be solved regardless. I solve most of my problems by simply not using any built-in firewalls or optimisation software. Third-party all the way.
