Take my advice: Don't jump straight into ripping and porting stuff. It a lot harder than it looks if you don't have prior Halo CE knowledge.

Just look into a few tutorials and do some stuff you feel like doing. Once you have a better knowledge of how things work, then you could move on to porting stuff.

You got it somewhat right.

In order of complexity:
1.Model
2.Animate
3.Scenery
4.Rig
5.Map

Read one for any version of max (even gmax). You'll be able to do everything they do. Your exporter you'll use is bluestreak.

You can't sort it... Depends on the complexity of what you do, but to me, the most lacking skill is texturing which you didnt even mention, and also there are plenty of tags you didnt mention.
Making a model can be easy or hard, same for anims, scenery is certainly the easiest ever (just needs to stick a model and a collision), rigging is a lot easier than people who dont know think, and making a map... Well, llook by yourself

Modeling is super easy.

Just click on "Box" and then drag your mouse around in the scene.
Release left mouse button and...

Tada! You just made a model.

Texturing is as easy as making a jpg filled completely with one color.

Making GOOD textures, models, etc is hard but if you just want to do something really simple, it's not that hard.

lol bourrin is right, its gunna be different for everyone, i honestly have no issue rigging a biped from scratch in like 10 minutes, on the other hand I cannot be asked to model anything more complex than a sheet for grass, or a dome for a sky lol.

Yeah, I read that.

If you want people to help you, I hope you'll consider using grammar and punctuation. (Even if English is your second language)

Because at the moment, even if I want to help, I just cannot be bothered reading the above... thing. It's not even a sentence right now.

That wouldn't really qualify, we want to steer everybody away from that direction lol.

Really, if you look at any tutorial for 3DS max, they'll work. 3DS max doesnt change all too much through each version, so if you look at one biped rigging tutorial, you'll be able to do that in your version of max.

However, i advise that you avoid using any version of max above 2010, as the compatibility with halo becomes very sketchy. Optimal version to use with halo is Max8, which still uses Blitskreig. 2010 you'll be stuck using Bluestreak. 2011 and further, you cant have max and tool open at the same time otherwise tool wont run (i've tried, its REALLY annoying).

But if you want, biped rigging is rather easy otherwise, so i'll make the quickest tutorial you could ever hope for, right now.

1. Have your Model and Bones in a single Scene
2. Adjust the Bones so that they're inside the mesh and that each joint is where the joint on the mesh is (you may have to scale your model if the proportions arent the same)
3. Link the Mesh to the bip01 pelvis bone
4. Go into the Model -> Convert to Editable Mesh (halo doesnt like poly)-> Skin Modifier -> Add -> Add all bones that will be used
5. Edit Verticies
6. Select the Bone you want verticies to be rigged to, and give them a value (1.0 is fully rigged, 0.0 is unrigged, 0.5 is half rigged)
7. Repeat with all verticies in the model
8. Export JMS
9. ?????
10. Profit!!

How do you adjust the fingers so that they would still retain their "pose" but have no bones? (That would be sort of like un-rigging)
