It is in the halo ce root directory (where you installed it to) usually program files (or program files 86)/microsoft games/halo custom edition

If there is NO debug WHATSOEVER anywhere on your PC... Then you have the ElitePro360 error. (Named after its founders, me and TheElitePro) you need to either... Run all your programs as admin EVEY time you run something (this didnt work when we had this error) or... What DID work is... ILL MAKE IT SHINY SO EVERYONE CAN SEE IT. 
Move your whole directory... Copy your directory, paste it somewhere NOT in "my computer" and run the programs from there. But run Haloce from your original directory.... Kapeshe? (That's a fun word to say, Kapeshe.

Just re-explaining from what hobbet360 said, I had this issue before.Just copy the entire Halo CE Folder from the Original Halo CE Directory and paste it in my documents.Example:C:Users/user/my Documents/Paste the Copied Halo CE Folder in here and there you go.Just run Sapien/Guerilla and debug.txt should appear.Hope this helps.
