Export it as a .jms.
Compile it with tool. (save it in a folder named models) tool model name

Say I had a model of a cup.

I would save it in, for example

data\scenery\cup\models\cup.JMS

I would type in tool:

tool model scenery\cup

The .gbxmodel would appear in

tags\scenery\cup\cup.gbxmodel

Are you serious? Just... create a new mesh and give it a name frame. Then take your reach model or whatever and link it to the frame you created. If you don't understand what i'm saying then you need to watch a tutorial.

Every object linked to the frame will be exported with tool.

You should try exporting some simple object first and see how everything works.

I goodle seached "halo custom edition scenery tutorial" and this showed up:
http://www.youtube.com/watch?v=kL7WaCtXXXQ
Watch the first 30 seconds. The sphere is his frame, the box is his scenery object.

Also quick look in tutorials on hce.halomaps.org and i found this:
