its just flood combat forms
in the cockpits of vehicles
but seriously, there is not much different about them, as they simply crouch or sit normally in the seat of the vehicles. the Forgotten Exile guys have more exciting vehicle flood :P

Oh shooting their weapon instead of the vehicles weapon is very interesting. I don't think I ever noticed that when i was playing halo 2. Is that possible in halo? to have the ai drive while shooting whatever gun the ai is holding?

Here's some reference. I just ran up to the floods in the hog tapping F10  And from a distance  They don't stand.

Bit late to drop in here but from what I've seen from Halo 2, the combat forms only stand when they're using ghosts. Having tried this with the Halo 1 ghost and combat forms, there was a few scaling issues, basically that the arms and such looked a bit strange (especially for the human form due to how small it is).
The Ghost seems to be the only vehicle they drive differently, with the exception of the warthog turret where the gun arm is the only arm that is used. The melee arm simply hangs at the side instead. You could copy this pattern for other vehicles and make it so the Flood only use the gun arm to control the vehicles.
Food for thought anyway.

The main problem when I tried was that the human form was too small in comparison, so when you placed him in, and try to put it in such a position that he's standing, you'll find that the arms are too short, or the legs seem to be in a position that looks odd. The Elite Form doesn't really have that issue - but I found that it still looked quite strange. An idea you could try would be have the combat form standing slightly, with the gun arm attached to the ghost joystick, while the melee arm is holding onto the vehicle. The best way for you to see yourself would be to import the combat form models and the ghost model, and move the combat form into the driving position you want them in. In my case I found it a problem because it looked odd when you piloted it. If what your doing only adds them as enemies - it shouldn't be too much of a problem.
