Hi, I have a banner with transparency in the alpha channel of the bump map because specular is in the alpha channel of the base map. What Shader should I use?

Specular in the alpha channel of the base map? Ho boy move that to a multipurpose map. If you have a bump map, then you gotta use the OS shader model.

What about transparency?

Transparency goes into the alpha of the diffuse/base map. Compile that bitmap with at least explicit alpha, then in the shader model, check the flag called alpha blended decal or something like that.
