hey so i was wondering how are these tags made can i make them i'm not a programmer not now
and suppose we want to add a new action button like shoot is click melee is f etc so can we program to make a new key like shift for run or ability etc
and one more small question can halo ce have very high graphics like halo reach
just questions i am a novince now so dont curse plz

Well, actually, Halo CE can have reach graphics, if you use open sauce and cmt spv3 tags.

Well, actually, Halo CE can't have Reach graphics, because the CE engine is 10 years behind the Reach's one. It's very versatile, but definitely can't have Reach's graphics.

It can get pretty close to Reach, though. But I know that os cannot copy reach's engine. I meant that it could have reach texture and motion blur.

OS's shader_models are on par with Halo 3. I'm not an expert on Reach, but whats noticeable about Reach's graphics is the polycount. There are plenty of people with Reach bipeds, but none have yet to use OS shaders on them to the best of my knowledge.
