Don't put cmd.exe in the Halo CE folder; that could cause rather unfortunate errors when trying to do non-Halo stuff. INSTEAD:

On windows XP:
Start menu -> run

Type in cmd.exe

A black command prompt should open up. Type in:

cd "C:\Program Files\Microsoft Games\Halo Custom Edition"

^this is assuming you installed it to the default directory. If you installed it anywhere else, use your install directory instead. The command prompt should then shift to say

C:\Program Files\Microsoft Games\Halo Custom Edition>_

with the underscore thing blinking. Type in:
tool
and hit enter. If it comes up with a list of tool commands, you've done it correctly. If you haven't, then it should say:

'tool' is not recognized as an internal or external command, operable program or batch file.

in which case, you come back here and post about it.

On Windows Vista / Windows 7
Open the start menu, and type in cmd.exe into the search bar. cmd.exe should pop up. You can do two things:

1) Click it and follow the exact same instructions above.
2) Right click it -> copy. Then, browse to your Halo CE installation directory, and paste it in.

When you run it, it should then say:

C:\Program Files\Microsoft Games\Halo Custom Edition>_

with the underscore thing blinking. Type in:
tool
and hit enter. If it comes up with a list of tool commands, you've done it correctly. If you haven't, then it should say:

'tool' is not recognized as an internal or external command, operable program or batch file.

When you directly execute tool, that's what it does. Its because its a command line based program, so it has to be ran from CMD. And even when you run it from CMD, it only preforms what you tell it to; the process ends when its done doing things.

send your copy of tool to him (or, compare the file hash) I know Windows 8 is horrible disabling almost everything in your computer, but I don't see it disabling output from CMD programs (especially considering that disk management is only available via CMD now. no more GUI)
