Is there any way I can get a hold of the sidewinder BSP in obj format so I can import it into blender / 3ds max and then export it as an ASE so I can remake it in Unreal Tournament 3? Thanks.

Well I can't install HEK+ Because it needs .net framework installed but I'm on windows 7 and I already have the latest .net framework installed... guess I'm fuct.

The latest .net framework does not include the old versions. It is how you say, a standalone version. Download the version of .net framework that it needs (I believe .net v2.5, which you can find on the microsoft website). Maybe you should have searched on google or the forums more about this since I myself along with many other members on the forum who have HEK+ installed also use windows 7.

Okay after tons of research I installed it, and was able to do everything and get sidewinder into 3ds max, but I have really no idea how to assign materials to each surface, maybe I should just find someone to do this for me, it's a huge headache.
