I use blender to make the map model and texture painting, but 3ds max student edition for the materials and exporting, there are no export tools for blender and there may not be ever so go to autodesk education website and you can get a 3 year license for any of their programs for free

Blender is an open source 3d modeling program that combines the abilities of 3ds max, maya, mudbox, and zbrush together into one program. Plus since its open source it advances more rapidly than max. And there is a built in game engine using python script.

Plus it includes a water simulation and hair particles I guess. I'm still working of the plugin that exports the models directly.
