Sounds can be a little funny at times as they have their own quirks. What are you making it for? Might be able to give you a hand here if you let us know a few more details on what the sound is being used in.

I recommend downloading the Sound Converter Utility. http://hce.halomaps.org/index.cfm?fid=2659

that is bizarre... I use it all the time with no issues at all. WAV, MP3, everything....it converts. Best sound program out there.

RIGHT.

He recommends using OGG, but I have to admit the few times I tried it I just ended up having problems, probably through an error of my own, but nonetheless. I am fairly certain I have the xbox adpcm codec installed on my windows 7 PC at home so I can compile sounds as XBOX just fine, and I never have problems with this. If you have that codec installed, then I would use that instead, as I think the game engine likes you more for doing it that way, so to speak. If not, it is possible to get this working, and I would recommend it.

Also, don't forget to set gain to about 0.8 (or whatever sounds best after testing, I think it still plays even when you set it to 0)

ALSO, the folder setup he suggest is a little messy, as it compiles the FOLDER into a .sound tag, including any sound files inside it as permutations, so you will need an extra folder, like so: sounds/sfx/weapons/pistol/deagle_fire/ (just helps to keep things neat) and the sound files will be saved inside it as 1.wav, 2.wav, 3.wav and so on.

Otherwise I'm not entirely sure what's going wrong... I'm no expert so if anyone refutes what I say I'm not here to cause grief! Otherwise, the tutorial should work, as far as I can see.
